Rep. Abe Hamadeh (R-AZ) introduced new legislation on Monday to prevent lawfare from obstructing the President’s election integrity agenda by codifying President Trump’s Preserving and Protecting the Integrity of American Elections executive order.
President Trump’s March 25 executive order mandates voter ID and documentary proof of citizenship to vote in federal elections, audits and improves the security of voting machines, and orders the DOJ to enforce the law against states that count mail-in ballots received after Election Day. It also prioritizes the enforcement of laws preventing foreign money from influencing elections and federally funded organizations from lobbying or supporting candidates.
The order includes a provision that “the Department of Homeland Security, in coordination with the DOGE Administrator, shall review each State’s publicly available voter registration list and available records concerning voter list maintenance activities as required by 52 U.S.C. 20507, alongside Federal immigration databases and State records requested, including through subpoena where necessary and authorized by law, for consistency with Federal requirements.”
Hamadeh’s bill, cosponsored by Rep. Claudia Tenney (R-NY), comes as the Trump Administration faces another lawsuit from Democrats. Plaintiffs argue that the President’s executive order, which enforces federal laws including preventing illegal aliens from voting in federal elections, is unconstitutional.
A source close to the Congressman told The Gateway Pundit, “By codifying the executive order, Congressman Hamadeh’s bill thwarts rogue activist judges who are trying to take on the powers of both the executive and legislative branches.”

WASHINGTON DC – Congressman Abe Hamadeh (AZ-08) promised the voters in Congressional District 8 that he would take swift action to increase confidence in our nation’s elections. On Monday, Congressman Hamadeh continued to build on that promise by introducing legislation, co-sponsored by Congresswoman Claudia Tenney (NY-24), Chair of the Congressional Election integrity Caucus, to support and codify President Donald Trump’s election integrity agenda.
“In Arizona, we have seen what the mismanagement of voter rolls, failed election infrastructure, and corrupt courts can do to destroy voter confidence and faith in our system overall. We are taking swift action to rebuild citizens’ trust in our elections through comprehensive and meaningful election integrity legislation,” said Congressman Hamadeh.
“As Chair of the Election Integrity Caucus, I am thrilled to see President Trump sign an Executive Order aimed at securing our elections and restoring confidence in our democratic process. This Executive Order removes illegal immigrants from voter rolls, mandates proof of citizenship for voter registration and revokes the Biden administration’s unconstitutional Executive Order 14019. It is crucial that President Trump’s EO be codified into law to ensure its full effect. President Trump and the Election Integrity Caucus are committed to ensuring our elections remain free, fair, and secure,” said Congresswoman Tenney.
By codifying President Trump’s Executive Order 14248, entitled Preserving and Protecting the Integrity of American Elections, Congressman Hamadeh’s bill would make law an extensive list of necessary measures including government-issued proof of U.S. citizenship, security standards for voting equipment, enforcement of the voter-list maintenance, requiring voter-verifiable paper ballots, and prosecuting non-citizen voting and related crimes.
According to the Congressman’s office, his bill will reinforce the President’s executive order by doing the following:
- Require documentary, government-issued proof of U.S. citizenship on voter registration forms.
- Provide states with access to Federal databases to verify eligibility and citizenship of individuals registering to vote.
- Prioritize prosecuting non-citizen voting and related crimes, including through use of DHS records and coordination with state attorneys general.
- Condition federal election-related funding for states on complying with the integrity measures set forth by Federal law, including the requirement that states use the national mail voter registration form that will now require proof of citizenship.
- Directs the updating of the Voluntary Voting System Guidelines 2.0 and security standards for voting equipment and prioritizing federal grant funds accordingly.
- Require a voter-verifiable paper ballot record and not using ballots in which the counted vote is contained within a barcode or QR code.
- Directs the Attorney General to enter into information-sharing agreements with state election officials to identify cases of election fraud or other election law violations.
- Penalize non-compliant states.
- Prevent non-citizens from any involvement in administering elections.
- Require full enforcement of the voter-list maintenance requirements of the National Voter Registration Act and the Help America Vote Act.
