Expect Deep State Budget Trickery to Attempt to Undermine Trump

One of the most important and revered black arts of the deep state bureaucrat is the ability to move funds within or between departments and agencies.  Dr. Anthony Fauci was a 10^th degree Black Belt on this art as he enabled a non-profit, EcoHealth Alliance, to perform gain of function research in Wuhan, China as a grant recipient from the National Institute of Allergy and Infectious Diseases (NIAID).

Grants have less oversight than Government contracts in the enormous Federal Budget of $6.8 Trillion Dollars for 2024.

Another high art form for the Deep Staters is Ju jitsu skills to rapidly throw someone under the bus for the under the table money movements.  Dr. Fauci shifted blame to EcoHealth Alliance and its leader, Dr. Peter Daszak in several hearings in 2024.

In a final coup de grace, Dr. Fauci received a pardon while EcoHealth was barred from government business for five years.   Dr. Fauci was able to move money, fund gain of function research, blame someone else, get the non-profit barred, ensure Dr. Daszak lost his job, and receive a Presidential Pardon.  Fauci is clearly a Dojo Master of Deep State budget skills.  There are many more Dr. Fauci’s inside the U.S. Government.

Status of FY 2024 Continuing Resolution Funds and Fiscal Year 2025 Appropriations

In response to the lurking Dr. Fauci wanna-bes of the Deep State, the Trump Team’s advance elements have stormed into office in the greatest assault on the Deep State ever taken.  The key battleground in breaching the Deep State initial defense line is policy and budget.  The Executive Orders are being fired at a furious rate and have forced the Deep Staters to take cover.  What is needed now is achieving decisive visibility and control of the Fiscal Year 2024 Continuing Resolution Funds and supplementals.

Russ Vought, the Trump nominee to be the Office of Management and Budget (OMB) is not yet confirmed.  It looks likely, although the Democrats are attempting to waive the boogeyman of Blue Q-Anon, the evil and sinister “Project 2025”.

The vital information the Trump OMB advance party must obtain is budget truth on the 2024 Continuing Resolution Funds, and Supplementals, including all unobligated and unexpensed 2024 funds.  Once FY 2025 appropriations are received from Congress, they must be thoroughly examined.  The Deep Staters have NGO giveaways and other craziness in all kinds of nooks and crannies.  Health and Human Services, Housing and Urban Development, the Census Bureau, and the National Archives are all hiding spots for contract and grant money in addition to the bigger Departments and Agencies.

Foreign Aid Pause

One of the first Trump Executive Orders (EO) has targeted at Foreign Aid.  The EO states:

“Section 1.  Purpose.  The United States foreign aid industry and bureaucracy are not aligned with American interests and, in many cases, antithetical to American values.  They serve to destabilize world peace by promoting ideas in foreign countries that are directly inverse to harmonious and stable relations internal to and among countries.

Sec. 2.  Policy.  It is the policy of United States that no further United States foreign assistance shall be disbursed in a manner that is not fully aligned with the foreign policy of the President of the United States.”

This excellent EO will be slow rolled and circumvented by Deep State budgeteers and program officers.  They will very likely attempt to argue that FY 2024 Continuing Resolution and Supplementals Appropriations that have already been enacted by the President (President Biden) must be given out.  They will continue to flow the funds in a Fauci like manner until they are called out by name and budget line item.

Several years ago, when I was in government service, the Obama Team was upset over cybercrime emanating from a certain African country and wanted recommendations and ideas on how to stop this.  I investigated it and approximately 12% of the Gross Domestic Product of this country derived from U.S. Foreign Aid.  I proposed placing a halt on all current foreign aid funding to this nation to get them to take action to shut down this cybercrime being projected from their sovereign terrain.  The State Department had a meltdown and argued (successfully) that appropriated U.S Funds could not be paused or halted.  They were successful despite being unable to cite any U.S. Law or regulation supporting their position.  Bottom line, current funding can absolutely be paused and halted.

Renaming entire offices and lines of effort to confuse the incoming Administration  

 The palace intrigue will continue by the Deep Staters as they try to back door funding to their DEI, CRT, and woke projects.  They likely have re-named, re-titled, and re-organized in a pre-emptive maneuver.  President Trump has already called out the FBI to “Retain all record” to interdict this Deep State tactic.  Re-organizations will be necessary by the incoming Trump Team to rationalize the existing chaos into a far more efficient operation for American Citizens.

In government service in the Deep State, there are normally at least three organization charts in play.  The first one is the public facing one that is normally out of date and not really followed anyway.  The second one is the “new one” being shared internally with trusted Deep Staters to communicate the nirvana of the new world order and placate everyone that they have a seat.  The third one is the real one that senior executives keep close hold, so they know between themselves what is really going on.  All three need to be obtained so that entire offices and functions can be eliminated.  Eliminating entire offices and functions that do not have a clear statute basis for existence is legal and with precedent.
