Following Damning Report Vice President Vance Announces Criminal Refererals of Healthcare Providers Subjecting Children to ‘Horrific, Experimental Treatments in Service of Radical Gender Ideologies’

The U.S. Department of Health and Human Services (HHS) released a report, Wolves in White Coats: How Doctors and Hospitals Pushed and Profited from the Fraud of “Gender Medicine,” a commissioned report examining insurance coding practices, perverse financial incentives, and the provision of sex-rejecting procedures for minors.

According to the report, more than 225 hospitals and health systems have established pediatric gender programs nationwide. Additionally, approximately $50 million in insurance claims were filed for puberty blockers billed using an endocrine disorder diagnostic code, and nearly $11 million in claims for patients ages 13-17 were billed using a diagnosis code for “precocious puberty.”

According to Mayo Clinic, “Precocious puberty is when a child’s body starts developing secondary sexual characteristics (the physical changes of puberty) earlier than usual—typically before age 8 in girls or before age 9 in boys.”

Today, Vice President JD Vance, as Chairman of the White House Task Force to Eliminate Fraud, and Secretary Kennedy referred hospitals and clinics identified by the report to the Department of Justice and the HHS Office of Inspector General, respectively, for possible violations of federal law.

In a press release announcing the report, HHS Secretary Robert F. Kennedy, Jr, said, “Doctors and hospitals must put children’s health ahead of ideology and financial gain.”

“This report identifies troubling billing practices that demand scrutiny. HHS will follow the evidence, protect taxpayers, and hold accountable anyone who broke the law or violated the trust of patients and families. Under President Trump’s leadership, we are restoring transparency and integrity to American medicine.”

CMS Administrator Dr. Mehmet Oz added, “CMS has a duty to ensure taxpayer dollars are spent lawfully and honestly. When billing practices obscure what care was actually provided, especially when children are involved, we have an obligation to follow the facts. We will protect the integrity of our programs, demand accountability, and make sure the American people are not footing the bill for sex rejecting procedures that inflict potentially irreversible harm on young patients.”

Assistant Secretary for Health Admiral Brian Christine noted, “Our responsibility as healthcare professionals, first and foremost, is to do no harm. As HHS’ commissioned report Wolves in White Coats details, the medical establishment created what the report describes as ‘captive patients,’ placing vulnerable children on a path toward potentially lifelong medical interventions. Under the Trump Administration, HHS is committed to protecting children from irreversible sex-rejecting procedures, following the evidence, and restoring trust in American medicine.”

The report recommends strengthening oversight of insurance coding practices, enhancing program integrity, and ensuring appropriate review of potentially improper billing practices. It also encourages continued evaluation of clinical practices and policies related to pediatric “gender medicine” and outlines recommendations intended to improve accountability across the healthcare system.

Vice President Vance shared on X, “For years now, some hospitals and healthcare providers have been subjecting children to horrific, experimental treatments in service of radical gender ideologies. Today, thanks to the Wolves in White Coats report released by @HHSGov, we know why: profit. It turns out that convincing vulnerable children to reject their gender can create patients for life, earning hospitals tens of thousands of dollars in additional revenue per child.”

He continued, “The report contains deeply disturbing allegations, and I encourage every American and every parent, to read it. More than just pushing these procedures on kids, hospitals and providers may have been defrauding Medicaid and private insurers by using misleading or fraudulent billing codes to get insurance to cover the costs.”

In a video accompanying the news, VP Vance added, “Hey everybody, this is Vice President J.D. Vance. I’m here with my friends and colleagues, of course, our great Health and Human Services Secretary Robert F. Kennedy Jr. and Admiral Bryan Christine, the Assistant Secretary for Health. Parents bring their children to doctors because they trust them. They trust doctors to tell them the truth, and they trust hospitals to put their children ahead of ideology and profit.”

“But when that trust gets violated, parents deserve to have a government that will stand up for them and for their kids and do something about it. Today, the Trump Administration is proud to announce we’re doing exactly that.”

Secretary Kennedy noted, “Today, HHS released Wolves in White Coats, a report examining pediatric gender medicine and insurance billing across America. The findings raise serious questions about what families were told what insurers were told and how these procedures were built.”

VP Vance continued, “Today, Secretary Kennedy and I referred hospitals and clinics identified by this review to the Department of Justice and the HHS Inspector General for possible violations of federal law.”

“These allegations are crazy, and they demand investigation. When children may have been harmed and families misled, it’s on those of us in power to find the truth and to seek justice for kids who are harmed by these doctors.”

Assistant Secretary Christine noted, “Under the previous administration, my predecessor, Richard Levine, promoted what he called gender-affirming care for minors. And there’s nothing caring about that.”

“These are sex-rejecting, mutilating transgender procedures promoted by the Biden administration. And thanks to President Trump’s leadership, we’re changing course.”

“The Wolves in White Coats report issued by my office at HHS examines a medical system that subjected children to profound interventions while serious questions remained about evidence, about informed consent, and about financial incentives. The report found more than 225 hospitals and health systems established pediatric gender programs nationwide where they preyed on vulnerable children and told families that their kids needed life-altering medical treatments when what they really needed was compassion and counseling.”

“So many of these people got rich not by doing what was good for the patient, but by actually mutilating these kids. It was disgraceful. And if someone broke the law, we are going to hold them accountable,” said Vance.

“If the medical establishment failed children, we will confront that failure and restore the sacred duty to do no harm,” added Christine.

“And if our public health institutions lost the trust of American families, we’re gonna earn it back with truth, with transparency, and with gold standard science,” Secretary Kennedy continued.

“Together, we’re gonna protect our children And importantly, we’re going to restore trust in public health. When you walk into the doctor’s office, you have to know that they’re going to do the best by yourselves, by your children, by your family. And we will hold accountable anyone who would betray that trust. We’ve got so many great doctors. We can’t have a few bad doctors tarnish the whole lot. Thank you, everybody,” Vance concluded.
